Australia is a Commonwealth, which has devolved responsibility for education to the six States and two Territories. It is consequently not always possible to provide general statements about national provisions. References to 'National' policies or programmes relate to joint initiatives between Commonwealth (Federal), State and Territory governments. Elsewhere, for the purposes of the INCA website, examples have been drawn from three States - Queensland, Tasmania and Victoria.
